Forum for Decarbonising Transport

Transport emissions in Asian countries are growing rapidly and, without any drastic measures, it is expected to further increase over the next decades. In India, transport is the third most CO2-emitting sector. Within the transport sector, road transport contributes to more than 90% of the total CO2 emissions.

To achieve specific results and initiate the dialogues to decarbonize the transport sector of India, a coordinated effort between stakeholders (state-level ministries, industries and businesses, research and finance institutions) is necessary to support government efforts.

As a part of the NDC-TIA initiative, NITI Aayog and WRI India have created the Forum for Decarbonising Transport to catalyze and sustain stakeholder engagements to support policymaking for more ambitious transport action. The forum was launched by NITI Aayog and WRI India on  August 23, 2021.

The Forum provides an impetus for cross-country and cross-sectoral knowledge exchange to identify tangible and measurable outcomes along with strategy to achieve them. WRI India is leveraging the Forum to facilitate in-depth conversations on several critical topics such as financing, a just transition and skill development.

 Objectives of the Forum


  • Bring together India’s private and public sector stakeholders in energy and mobility on a common platform

  • Initiate dialogues for the development of uniform policies and help achieve specific results in reducing emissions from the transport sector

  • Provide an impetus for cross-country and cross-sectoral knowledge exchange to identify the what and the how of decarbonising transport

  • Create partnerships, co-funding opportunities, and joint implementation approaches

  • Develop innovative business models for holistic growth of the sustainable mobility in India

NITI Aayog and WRI India together launched the ‘Forum for Decarbonizing Transport’ - a dedicated platform where stakeholders will work to reduce emissions from India’s transport sector. NITI Aayog, in partnership with WRI India, hosted a roundtable discussion — ‘Path to Zero – Status and Vision for Decarbonising Transport in India’, under the Forum for Decarbonising Transport on 5th September 2022. The discussion was chaired by Hon’ble Member NITI Aayog, Dr. V.K. Saraswat, and moderated by Dr. O.P. Agarwal, CEO, WRI India. The event concluded with an address from Mr. Parameswaran Iyer, CEO, NITI Aayog, to all the participants.

NITI Aayog and WRI India in collaboration with the International Energy Agency (IEA) conducted a webinar on ‘Unpacking the IEA Global EV Outlook 2022: The India Story’, bringing together government, industry leaders and EV experts to highlight the key findings of IEA’s annual Global EV Outlook, and to discuss India’s ambitious trajectory to become a global leader in the sector.

NITI Aayog and WRI India, with the support of GIZ India, conducted a virtual consultation workshop on ‘Financing for Decarbonization of Transport’ as part of the NDC-Transport Initiative for Asia (NDC-TIA) project. NITI Aayog CEO Amitabh Kant delivered the keynote address while Dr Stephen Koch, Minister and Head of the Department for Economic and Global Affairs, Germany, gave a special address.

The ‘Forum for Decarbonising Transport’ webinar on Just Transition and Skill Development in the EV Industry brought together policymakers, industry leaders and researchers to discuss just transition in the automotive and transport sectors. The webinar emphasized the importance of skill development programs in supporting auto sector workforce transition and promoting workforce inclusion of marginalized demographics.
