EVENT RECAP: Vietnamese Delegation’s Study Visit to the Netherlands and Germany on Electric Mobility and Emission Transparency

From September 14th to 23rd, 2022, a delegation of representatives from the Ministry of Transport, Department of Transport of Ho Chi Minh City, and associated agencies undertook a delegation visit on decarbonisation of transport and emission transparency to the Netherlands and Germany organized by the NDC Transport Initiative for Asia.

In the Netherlands, the visit kicked off with an exchange about zero-emission transport policy with the City of Amsterdam. Focusing on a national level, the Dutch Ministry for Infrastructure and Water Management talked about roadmaps for electric mobility and charging infrastructure. The World Resources Institute introduced cost-benefit approaches and lessons learnt from around the world. The visit to the Netherlands concluded with site visits to HyMove Arnhem and Electric Mobility Testlab Elaad on hydrogen and electric mobility standards. The Initiative for Climate Transparency (ICAT) shared an insight into their innovative transport emission accounting tool.

The delegation leader Ms. Nguyen Thi Phuong Hien, Deputy Director of Transport and Development Strategy Institute concluded:

“The insight into electric mobility in the Netherlands provided a real-life picture and great lessons learnt to accelerate the transition to net-zero emission mobility in Viet Nam.”

In Germany, the delegation was warmly welcomed by Federal Ministry for Economic Affairs and Climate Action (BMWK), the leading ministry for mitigating climate change. Many questions were raised by the Vietnamese delegation to better understand the experience and lessons that Germany has made on the development of electric mobility. Speaking at the meeting, Dr Phillip Behrens Division, Director of International Climate Initiative (IKI) at Germany’s Federal Ministry for Economic Affairs and Climate Action (BMWK), stated that transforming transport is key to achieving the target of limiting global warming to 1.5°C. He also acknowledged the commitment made by the Prime Minister of Vietnam to achieve net-zero emissions by 2050.

At the Federal Ministry for the Environment, Nature Conservation and Consumer Protection (BMUV), the leading body in charge of environment policy, the delegation gained insight into the lessons learnt from fuel economy regulation and the transition to emission-free vehicles. Both parties discussed further areas, in which cooperation would be beneficial in the future, placing special emphasis on e-mobility roadmaps.

With Agora Verkehrswende, the delegation exchanged scenario building and modeling for the decarbonization of transport. Furthermore, the delegation gained a comprehensive understanding of electric bus standards and bus route design and charging strategies at the Berliner Verkehrsbetriebe (Berlin Public Transport Operator) and the National Centre for Charging Infrastructure.

Mr Vu Hai Luu, Viet Nam Ministry of Transport’s representative highlighted:

“We hope to continue to receive the support and companionship of the IKI in the development and implementation of activities to reduce greenhouse gas emissions to net zero in Viet Nam's transport industry by 2050”,

He also emphasised the success of the study tour and expressed his gratitude to the delegation’s host institutions in Netherlands and Germany for their welcome and willingness to discuss and share experiences.

This study visit is organized as part of the NDC-TIA project, Viet Nam component.
